Hey, I have a paper on ArXiV that I am splitting into two. I want to send the first part to NeurIPS; however, I am scared that reviewers will say that it is incremental research, given my paper on ArXiV. I am going to change the title and framing of the paper, so I feel like this may be a real risk. Does anyone know if it is actually a reasonable doubt?
